Abstract


The research aims to know : 1) the influence of Training and Education Program
for government personnel’s and Job Satisfaction upon Personnel’s’ Performance directly,
2) the influence of Training and Education Program for government personals upon
Personals’ Performance directly through Organizational Commitment.
The object of the research are government personnel’s’ in the Secretariat of Local
Legislative Body in Karanganyar including 33 respondents. The data are analysis by
using some research instruments for analysis including validity test using a technique of
comparing rcalculation value to rtable value. Moreover the reability test is done of using alpha
cronbach’s technique. Hypothesis test is analyzed by: path regression analysis, t test, F
test, determation coefficient analysis (R 2), direct and indirect influence.
The test result are: 1) The models of path analysis: Firstly Y = 12,515 + 0,317
X1 + 0,706 X2 + e, it means that the variable of Training and Education Program and Job
Satisfaction positively influence and significant upon the organizational commitment
with determination coefficient of 0,452 or 45,2 %. Secondly Y = 3,434 + 0,117 X1 +
1,162 X2 – 0,281 X3 + e, it means that Training and Education Program, Job Satisfaction,
and Organizational Commitment have significant influence on the personnel’s
performance, 2) F test with : 204,074 significance 0,000 < 0,05. It means that Training
and education program, job satisfaction, and organizational commitment collectively
influence the variable of personnel’s’ performance, 3) R Square is 0,955. It means that the
variable of Training and Education program, Job Satisfaction and Organizational
Commitment have influenced on personnel’s’ performance of 95,5 % while the rest of 4,5
% is influenced by other variables unexplained in this model such as job culture and
characteristics, 4) The result of path analysis show that: a) There is a direct influence of
training and education program upon personnel’s’ performance. It means that hypothesis
1 is proven, b) There is a direct influence of job satisfaction upon personnel’s’
performance. It means that hypothesis 2 proven, c) There is a direct influence of training
and education program and Job Satisfaction upon personnel’s’ performance through
organizational commitment. So, it can be said that hypothesis 2 is proven, d)
Organizational Commitment is able to mediate the influence of training and education
and Job Satisfaction upon personnel’s’ performance.
